Grace Knofczynski represents both plaintiffs and defendants in complex civil litigation at the trial and appellate levels and in administrative proceedings.

Grace joined Kellogg Hansen as an associate in 2017.  Prior to joining the firm, Grace served as a law clerk to the Honorable A. Raymond Randolph on the U.S. Court of Appeals for the District of Columbia Circuit.  She graduated summa cum laude from the University of Pennsylvania Law School, where she was a member of the Order of the Coif and received the Peter McCall Prize for the highest GPA for the three-year J.D. course.  She also served as a Senior Editor for the University of Pennsylvania Law Review and participated in the Supreme Court Clinic.

Representative Experience

  • K.E.F.V. v. Islamic Republic of Iran, 135 F.4th 988 (D.C. Cir. 2025) – Represented minor plaintiff whose father was killed in an Iranian-funded Taliban attack two months before she was born.  The district court denied K.E.F.V.’s claim because she was born after the attack, building on a series of earlier D.D.C. cases that had reached the same result.  The D.C. Circuit reversed in a unanimous decision holding that “children who are in utero at the time a parent is killed in a terrorist attack and who are later born may seek solatium under the FSIA.”
  • Pileggi v. Washington Newspaper Publishing Co., LLC, 2024 WL 324121 (D.D.C. Jan. 29, 2024), appeal pending, No. 24-7022 (D.C. Cir.) – Representing a news publisher and obtained a dismissal of a putative class action filed in District of Columbia federal court alleging violations of the Video Privacy Protection Act, which we are defending on appeal.
  • Cabrera v. Islamic Republic of Iran, No. 19-cv-03835 (D.D.C.) – Representing U.S. service members, civilians, and their families in a Foreign Sovereign Immunities Act action against Iran for providing material support to the Afghan Taliban.  Conducted bench trial on liability and bellwether damages in October 2021.  Obtained 126-page decision entering judgment on liability and awarding more than $100 million in damages to bellwether clients.
  • Mississippi v. Tennessee, et al., No. 143, Orig. (U.S.) – Conducted trial of original-jurisdiction claims concerning interstate water dispute over the Middle Claiborne Aquifer.  Obtained full dismissal of claims before Special Master and unanimous affirmance from the U.S. Supreme Court.
  • CenturyLink Communications, LLC v. Verizon Services Corp., et al., No. 18-33 (FCC) – Represented Verizon in significant regulatory dispute with CenturyLink over special-access charges.  Obtained full dismissal of CenturyLink’s claims after contested evidentiary proceeding.
